Could be any of the following related to tires/wheels assuming you had no shake prior to putting winters on:
- Loose wheel bolt (always double check the bolt tightness after a 5 or 10 minute drive after changing wheels)
- Tire bubble
- Wheel/tire not properly balanced
- Dramatic difference in tire pressures (not likely though)
- Tire out of round
- Tire rotation direction is incorrect
