Noop. That would be a RECALL not TSB. TSB (Technical Service Bulletins) lets the dealer's personnel know about problems that a particular model has and a known fix. They are only covered under warranty and ONLY if the customer complains about it.

recall is a safety problem that the manufacture or that the US government forces the manufacture - to fix. They have no time limit nor mileage limit. As long as a recall has not been performed... the dealer must repair the car for that item.
