Want to build 07 e92, needs work, continue start new?

If you had a 2007 e92 coupe needs some engine service. Budget was between $10-$15k. Registration hasn’t been paid in years. California ofc. Up to 600hp. The car would be daily driven about 2-5 miles work to home one way. If have to drive more no problem. Would like e85 tune but don’t want headaches. Will want to do some runs on some Mexican highways on the weekends. What’s a reasonable cost if I’m asking too much. Could possibly expand budget. I’ve held onto this car for over a decade and I’m finally able to build it. Should’ve sold it, had low ball offers but I refused! This is my second car, first car was a 1997 e36 4d, I gifted it to someone on Craigslist for $1600. Was a good deal. It went to a Japanese dude that build them and it was for his family. I miss that car. Anyways, can someone point me in the right direction for registration. I owed $1200 on the loan. Never got title so I’ll need to do that. Should I start from scratch? Like new car? This engine has been pretty good to me and I’ve treated it badly. Had to do the high pressure fuel pump but that was the known recall.

CA smog is not worth the hassle; it is easier to deal with that with a B58 at those power levels.

I would probably still start fresh. fees, reg, and an engine that has been sitting a while is not ideal. Imo, a stock turbo MHd Stage 2 E50 is pretty peppy; once you get that sorted and 100%, you can opt for a ST kit and fueling. N54 is still cheaper hp modding than B58, but not by much anymore, but definitely more headaches.
