Should I be concerned?

I went to change my air filter and noticed this. Should I be concerned about it? Haven't noticed any issues with the car. Any help would be appreciated. Thanks in advance.

Looks like winter driving dirt/grime combined with power steering cap leak. Clean it off and after a bit of driving, if it leaks again... order a new O-ring. (pn#32411128333)

fyi check the level if it is low you should probably top up. I was able to get the fluid at autozone, you may have to ask though as my local store doesn't put it out but does stock it in the back.
