Okay just to make sure, so the reason they open at idle and start up is because the vacuum hoses on the dvs are keeping them open by sucking in the opening, but once you actually drive there is no more vacuum but rather boost thus that is why they close and then open again when I let off the throttle, right?

Yes. During steady state cruising there will also be some vacuum but it will probably not be enough to hold them open. For instance if at idle(foot completely off gas) on a warm engine it pulls -9 psi and the valves are open at steady state cruise it will probably be somewhere around -5 or -6 and they will be closed because the spring should be sized appropriately to open at or near maximum vacuum.
