Headlight regulating rod question

HP Autoworks offers their front control arm kit with a headlight regulating rod. Does anyone know why the regulating rod comes with the kit?

I'd guess because they break easily and are cheap enough to include just in case....

it's because the suspension drop alters the angle of your headlights and you need to adjust the rod or you will be blinding people.
