this is that stuff that got people all excited a while back with their commercials showing chocolate syrup running off a dudes shoe. Im guessing it works great, but no idea if it effects paint or what not. If you're gonna use it, try it out on something small and cheap for a few weeks that gets left outside.

if you spray it on clean rims maybe the brake dust will easily rinse right off?

In the demo they only used liquids... Dry substances like dirt and brake dust might still stick because of a static charge.

It sounds like this product isn't totally lasting forever. Also they say it drys "milky" so I think for most car uses its a No-Go!

Armor all wheel protectant. I can't say enough about this product. It is literally teflon for rims. After spending a pretty penny on wheel wax nothing else out there comes close. I usually don't buy Armor all products but this one works just trust me.

...and the Armor All keeps the brake dust from collecting, or just makes them easier to clean?

Bit of both... They'll stay cleaner for longer and then when you do clean them the dust just pretty much rinses off...
