I think nothing is legal which is not OEM, not approved by TUV. But nobody will know that, so it will work like legal.

as long as you don't go over 6000k you'll be safe, imo 8000k and above attract too much unnecessary attentions

Strictly speaking only white and yellow are legal. Anything else would not be legal. The one you're talking about looks blue in the pictures and so would not be legal. What the cops decide to do about it is another matter. Most are only interested in doing you for speeding.
