How to remove panel below AC controls

Is there a way to remove this with out removing the center console?

It just has clips around it that hold it on. There's a panel under that one, above the console that just pops straight down as well. It may need to come off first. A small screw driver or plastic trim tool will get the job done

there is no panel below the AC controls... it is all one piece, even though that line is there. i just removed it to wrap it in vinyl. you basically start at the bottom, and reach your fingers under it as far as they can go until you feel the edge of the plastic, and just pull until you release the clips. Then just work your way up each side to release the clips. Then you just have to release the clips that connect the AC controls to the panel.
