What is this light scraping noise coming from my wheels?

It's a light metal on metal scraping noise. It sounds like something is touching the rotor or something in the brakes. It's not a constant noise and varies with speed. When I brake, the noise gets muted. So I'm thinking that something is lightly touching the rotor? Also, I got my car state inspected about a week ago and they said my rotors barely passed, and I'll need to get them replaced soon. What do you think this could be? There's no effect on braking performance, just the noise.

Probably just rust on the rotors rubbing against the dust shields.

Sometimes you can just bend back the backing plates a little, or clean the rust off.

Did you change the brakes recently? From what I understand from my last car, when I did the brakes, they didn't install these little clips on the pads properly and it made the noise you are describing.

Well that's interesting. And no, the rotors are almost due for replacement actually.
