Cigarette lighter/outlets only work with engine on?

I have a little compressor for inflating kayaks. I tried to use both cig lighter outlets in my 135Is, but neither work without the engine on. The manual says it should function with the accessories on. I assume I'm doing something wrong here..

Correct, by pushing start button twice will turn ON lighter outlets.

Or just buy an older BMW from when they trusted you to operate your own car the way you wanted to.
