You can ask if there have been cases of the mirror housing falling off. If so, BMW will honor it with a replacement. However, it looks like vandalism or perhaps an accidental impact.

It was a mix of snow and ice that night, so the ice could have built up from 6 or so hours of that...

I would be more concerned about the damage the weather may have caused to the electronics and motor while exposed. You should file a comprehensive claim with your insurance company just to be safe - even if you don't end up following through with it. You may find that it is a $700 repair all of a sudden.
So, was the cover lying near the car anywhere? Broken? I'm not sure you were clear on that... but it does smell like vandalism. Sorry about it though, and I hope things are fixed soon with minimal inconvinience and expense.
