Damn. No option for both? I usually use both to mean different things.

Rims: what the tyres are mounted on

Wheels: rims and tyres together (ie, tyres mounted on rims)

No.

Wheels - what the tires are mounted on.

Rims should not even be used to describe anything on a car IMO. Leave it at "rim - the thing you try to reach when slamming a basketball."

Then how do you distinguish between a wheel without a tyre and one with a tyre on it? When a tyre comes off a 'wheel', what do you call it then? Still a wheel? What about when you put a tyre on a wheel? Then it's also a wheel?
What happens when you go into a tyre shop and you want to distinguish between a wheel without a tyre and wheel with? Do you always say 'wheel without a tyre' or 'wheel with a tyre'?

Your own Merriam-Webster's dictionary defines "rim" as:
2a: the outer part of a wheel joined to the hub usually by spokes
b: a removable outer metal band on an automobile wheel to which the tire is attached

and wheel as:
1 : a circular frame of hard material that may be solid, partly solid, or spoked and that is capable of turning on an axle

The dictionary I use whenever I need to look up a word (The Oxford English Dictionary) defines rim as:
2 (also wheel rim) the outer edge of a wheel, on which the tyre is fitted.

and wheel as:
1 a circular object that revolves on an axle, fixed below a vehicle to enable it to move along or forming part of a machine

So essentially, it's six of one, half a dozen of the other.
