it was made by the San Diego police. I guess it's more of a gripe towards some officers. That ricemobile aside...what about people who mod their cars to use as both a daily driver and to hit the track occasionally with?

Damn. California sucks. They don't have laws like that all over the country. In most other states as long as you have the emissions control equipment (catalytic converter, etc) you are legal. Here in Georgia, if you switch out the engine for one that doesn't normally come in the vehicle, you don't even have to pass emissions testing anymore. They only do emissions testing around Atlanta anyway.

Both California and New York are the worst for the government sticking their nose in people's business.
