winter fuel mixtures are a little different too, so expect to get worse mileage no matter the tires you have on in the winter.

but wheels and tires do make a difference for sure.

Beats me why.
That is somewhat odd although you are closer to the torque peak at 78 in 6th (ca. 75 with the MT and about 81 if Step.).

I assume you've corrected for speedo error & wind.

this would be acurate.... That's how CVT transmissions work, they keep the car in peak torque range for optimal efficiency, the engine isn't working as hard because it's sitting where it is strongest.

I gain about 2-3 MPG when I put the winter tires on. I suspect that the narrower tires have less rolling resistance.
