Does BMW ever not offer this program?

pull ahead is when you are close to your lease-end and BMW makes a deal to pay your remaining few months and get you into a new car again....

The amount of months has varied in the past, I have seen from 1 to 3 months. I think it varies on the model...fast sellers = less months, slow sellers = more months.

Keep in mind, if there is no official program, it may be worth trying to make the deal with the dealer and have them absorb it.... its worth a shot..

BMW is only offering it on 08 Z4's right now. They don't offer it all the time, and sometimes only on specific models, as it is now.

BMW seems to be desperate to get rid of the current crop of Z4s. I will be leasing one myself.
