In 2010 You had to register on M-power.com, and yes you did have to send a photo of yourself along with you age and text explaining why you should be chosen. BMW was looking for the younger crowd as the target market for the 1M, but in doing so they also marketed to many who couldn't afford the price of the car. I'm pretty sure most all of the 12 wanted to buy, but only a few could actually do it.
This helps explain the recent sales of so many 1M's as well. This purchase ratio would have been even worse had this trip been for the M3 with the same demographics.
