Hood Insulation Pad?

I just noticed that my 135i doesn't have any hood pad. Is this how the 1 series comes from the factory? I do notice that there is a hood pad available from BMW parts.

I'll probably be getting it soon. The thing that's crazy is that BMW makes the part but doesn't install it as part of a new car. What the heck? LOL!

Edit: just noticed someone mentions in the thread I linked to it was probably due to cost cutting. Makes sense.
