About $150-$160 per rim, depending if the rims are in good nick..

Powdercoating
If anyone is interested in powder coating we outsource to a mob who do great stuff.
Powdercoating will involve sand blasting as well which thoroughly cleans the wheels and can remove small/fine scratches. A glossy powdercoat will always be shinier than paint, due in part to the surface prep as well. Powdercoating is also a very durable finish.
