The issue is WHERE it makes the power. The powerband needs to be moved up at least 500 rpms, preferably 1000 to have that "M" feel.
What OEM will do and what the aftermarket will tune the same sized turbos for are two completely different things. I agree the powerband needs to move up but in order to do that with the same oem design criteria, they need to spec slightly larger turbos that won't overspin trying to keep up.
