Washer fluid level sensor

Ever since I bought my car 2 years ago, it has been telling me that the washer fluid is low. It used to have a leak. The headlight washer hose was disconnected but I recently removed the bumper and reconnected it.

Even when the reservoir is completely full, it says I have low washer fluid and the warning is really annoying. Where is the washer fluid level sensor located? When I had the reservoir out, it appeared to have 2 motors attached to it. I assumed one was for headlight washer and the other was for windscreen washers. Is that the case or is one of those the level sensor?
