CMGS Help

Just installed v4.11 CMGS, I keep getting FIE (Fault Input Error) (LOW fluid or fault light has been triggered) Error. I do not have a Level sensor so the White 24g and the Green 24g Wire off the CMGS are not hooked up to anything, as well as the Black 16g Wire off the FSB. Any suggestions?

I am looking at the CMGS System X with FCB Solenoid install diagram.
