What is the correct PSI?

On the drivers side door there are 2 stickers:

Use inflation pressure specified above up to 100 mph only!
38psi front
42psi rear

AND

Cold tire pressure
36psi front
39psi rear

Which one are you suppose to go by?

Also now that my winter tire setup is not staggered is the PSI suppose to still be higher in the rear? The dealer says the reason that the PSI is lower in the front is because the front is heavier?

Both sets of tire pressures are cold pressures. For high speed driving in Europe or on track, you use the higher pressures. For normal driving you use the lower pressures. Winter tires typically use the same as Summer tire pressures.
