There was a thread about this. I can't be 100% sure, but IIRC, it's for damping vibrations...

Those are not tabs. They are steel blocks. Typically, these are used to modify the natural frequency of a mechanical system. In the case of brakes, they are used to mitigate an NVH (noise/vibration/harshness) issue.
