what exactly does this mean (r.e. CIP)?

below is an email from the shop foreman to the service advisor concerning the latest CIP received by the dealer.
i interpret this as "you can't program key memory on cars produced prior to 9/05 at this time" (although auto door locking @ 5mph wasn't addressed).
is this how you see it?

"On E90 vehicles produced 9/2005 and later, it is no longer necessary to set Personal Profile features using "Retrofits". All Personal Profile functions can now be set on the vehicle using either the CID or Instrument Cluster. Refer to the Owner's Manual for complete details.

Note: On vehicles produced before 9/2005, it is not possible to activate this functionality by programming or parts replacement.

OK, this confirms what was posted earlier

On cars Before September 2005 certain functions have to be programmed via the dealers service computer usinf the "Retrofit" path

On cars produced from September 2005 these functions can be programmed by the driver through the Instrument cluster

This must be why the people getting CIP19.01 arnt getting all the functions I thought they will

Will anyone with a September or newer build E90 or E91 without Idrive please confirmwhat functions all can be set via the Instrument cluster

i have a pre-september/non-NAV build and very little can be set via the instrument cluster; only the most minor of settings such as information display options (north american units vs. european units), lighting level, and not much else.

Now, why would pre and post September production cars be different? Is there some type of different memory the car uses or what?

I think it means that you cannot benefit from the feature that lets post 09/05 car owners set those functions themselves. However, functionality (in Beeemerspeak) can be obtained through software updates at the dealer using the good old OBD. So you can the function, just can't set it yourself or change afterward.

Of course I am not a BMW engineer service type-I could be wrong.
