loud whistle front of car

Car: BMW 1 Series (2008) 118D - Automatic - SE - 1.995 cc

Here is a video I recoreded when I managed to catch this internittent
whistling sound that happens randomly (typically after about an hour of driving). This happened randomly. Whistling stops when the engine is off, and when I accellerate.

I do not press any peddles in this video

The whislting happens when the car is moving too and when idle. Accelleration stops the whistling and sometimes, breaking stops the whistling.

Advice from the previous MOT test:

Advice - Nearside Front Brake hose slightly deteriorated (1.1.12 (b) (ii))
Advice - Rear Sub-frame corroded but not seriously weakened (5.3.3 (b) (i))
Advice - Offside Front Brake hose slightly deteriorated (1.1.12 (b) (ii))
Advice - Rear Brake pad(s) wearing thin os/ns (1.1.13 (a) (ii))
