DDM Error Code Eliminator 3 - Working?

I installed Philips ballasts, and while they didn't flicker, I would get the error that a bulb was out (looked like a headlight with the beams pointing down.) Sometimes the driver's side would not turn on if they weren't set to come on automatically at engine start.

Now with the DDM error code eliminators, they turn on at will, but when I start up the engine, I get a headlight symbol with an exclamation point in it for 4 seconds, then it goes away. Is this normal behavior? I don't have the capacitors installed on the wires. Just the error code eliminators.
