how hot these puppies spost to get?

Driving home in -8 celcius weather today and tried to spray some fluid on my windshield and nada.. nothing came out. even after letting my car get fully warmed and sit in garage a few mins after i got home..
I know my winter button was selected on my air conditioning panel too, the side view mirrors melted the snow.
Popped the trunk and felt the probes near where the wires plug into the underside of the sprayers.. It was not warm or even luke warm.. Wasnt as cold as rest of the hood however.
How do i know these things are working? Are they supposed to get pretty damn hot or just midly warm?
I think this option is useless in our cars cause i noticed the fluid lines are not well insulated and run a long distance along the cold sections of the hood.
Im pretty sure the fluid in the lines are frozen at -8 celcius. So why the hell have heaters on the nozzle sprayers??
I have antifreeze mix in my windshield washer reservoir. .lol..

So, if BMW never expects the fluid to freeze why is there heaters on the nozzles? And why are the lines not heated too? haha.
Germany is the coldest country ive lived in next to South Korea.

But on the flip side. I can keep beer cold by keeping it outside now!! woot
