118d Starting problem

Hi, can anyone help. We have a 2007 118d that will not start. We have tried to jump start and it starts fine. Our initial thoughts are that the battery has gone but after having replaced the battery it will still not turn over without jump starting it. (runs fine once it has started)

In the engine bay the + and - termnals don't show any power, has anyone got any ideas?

Thanks
