Negotiating for a 2008 128 coupe

So my little brother found a 2008 128 coupe that he likes. It is SGM with premium, cold weather, iPod adaptor, and automatic (I tried to teach him how to drive manual this past weekend). Invoice is about 32,500 we estimate. The dealer also made some cosmetic mods: carbon fiber spoiler, carbon fiber mirrors, black front grills, and a pinstripe on the hood. I think they look good but dealers always overcharge for those kinds of things. They claim those mods add $1700 to the price (I know they couldn't have cost much more than $800). Asking price was 37-something. He's got them down to 35,350 so far but that's still invoice + 1850 even when you take into account $1000 for the mods. All prices are not including dest charge. I think he can do better but he isn't a great negotiator and I'm not there with him. Does it sound like good deal? At least he is getting 0.9% financing.
