If you use a nexus tablet, theres a fastboot option that will turn the tablet on when power is attached to the charging port.

From there, there are multiple power options:
1. Set android to keep the screen awake when charging
2. Install a custom rom to wake/sleep on power
3. Install tasker and set some scripts up to power off the tablet when power is removed

etc etc etc

I figured it out, I thought that the item was no longer sold on ebay, until I clicked on "seller has created a similar listing" a few times.
