Rubbing alcohol to remove small stubborn "spot"/"stains" from BSM paint. Good idea?

Not sure what has caused the "spot"/"stain". Something better to remove the spot? Thanks.

I was able to remove some nasty water spots (parked in a garage with a leaky pipe above me) using a clay bar. Worked wonders!
