local LEO saw him doing that,
there is a probability of trouble.

Looks like it. Like I said before, you'll see goofy speed limit signs like that in controlled, contained neighborhoods/complexes. Examples are certain subdivisions/apartment complexes, golf courses, college campus, etc.
