I would think as many times as you wanted, just as long as the composition of the bumper isn't compromised. I've repainted some plastic parts many many times (20+). I see no reason why I couldn't keep doing it unless I melt the plastic with a harsh chemical or something.

Can't help you on your second question.

There should be no limit until the parts are broken

^^^This.

As long as the parts are sanded and prepped properly, you can paint it as many times as you want. Chances are the sanding and prepping will take some of the prior paint layers off anyways.

let body shop owners answer this question acutally there is a limit after about three times you would need to replace and get a new one. why because there can't to much paint material on a bumper you would think the more the better its reversed when spraying it's proper material right pressure so the gun sprays like an aresole can kinda of....misty proper coating and while coating let paint flash that means pause and continue no leaving after one coat and go back nope....also preparation is a key proper sand grits wet sanding only grease and wax remover after then spray adhesion promter on bumper and plastic you spray you need adhesion promoter or bumper will chip 5 miles down the road oooo bumpers need proper cureing....
