Tires have 17k on them. Wheels are mint

There are some 261 wheels for sale in mint condition (1000 miles) for $800, I assume tires with 17k miles are at 5/32 or less right? You including tpms and center caps?

I looked on eBay and they range from 800-2000. So I'm flexible. No tpms since I will use them for my new wheels. That's why I'm flexible.
