Mounting Transponder for Track Days

Question,

Has anybody had an issues with mounting the AMS transponder that we get to rent at Track events to the Black mesh grill in the lower part of the bumper?

I was told and led to believe that the Transponder needs a clear shot to the floor, so i always mounted it to my tow hook ( see picture below ) But I have seen some cars not have a clear shot at the floor. Now i dont know if they didnt work because i never went back to that paticular driver, but hoped someone else would have some insite.
