What happen if i put a catless downpipe with a dinan tune?

I can't speak to what the map will feel like but you'll definitely get a SES light for emissions.

You get a CEL

Car will run fine, you will not take advantage of the extra power with Dinan tune though

I have a set of Cobb catted downpipes and a Cobb accessport V3 on stage 2+. Anything stage 2 and up with the acessport will hide the CEL as the software will flash it to where it won't display the CEL on your dash for the "modified" downpipe.
