First time in the cold

I started the 135i yesterday (with 19F on the thermometer), and the tire sensor icon was up. Looked around, all tires seemed OK, but the pressure gauge showed 30-31 psi all around. Drove up to a gas station, brought them up to 36, and was able to reset it.
Kinda cool, actually; I never thought about tire pressure going up and down with temperature.

I also noticed oil temperature never got above ~200, whereas same type of driving the day before (in ~50-55F) had it up to 230-240. Gas mileage was also down about 1 mpg.

Do these cars have an oil thermostat?

Everything you said makes sense except you should be getting better gas mileage not worse. I was driving tonight and it was down to 33 in CT in some parts and I noticed the oil temperature was about 220-230 when it's normally 230-240 so it's reasonable that it never got above 200 if it was 19 out. You need to get yourself some winter tires soon though, summer performance tires stop working once it gets to around 35 or so.

it dont look like it's got a thermostat in the oil cooler

I thought it would, older bmw's have them

You only need two tools in life - WD-40 and Duct Tape. If it doesn't move and should, use the WD-40. If it shouldn't move and does, use the duct tape.

It's not just OEM tires it's summer tires in general that have issue once you get close to freezing. I read a week back or so that once it gets to -15 Celsius they lose all grip.

There is 100% most defiantly a oil cooler thermostat, it is in the housing that the oil cooler lines attach to by the filter. I have tested this by feeling the oil cooler lines with the engine running and at temp and the lines are not even warm, go drive it hard and feel tham and they are 200+ deg
