Rear plate holder - which side is up?!

I'm trying to figure out which side is up for the license plate holder. See attached picture

Which side is up, the side with the notch, or the flat side?

If you look at the underside, the markings and BMW logo would suggest that the notched side is up.

But if you mount it that way, it would rub very close against the trunk top where the handle is.

If you mount with the notch down, it's very close to hitting the sloped rear, and if you add a plate holder it'll rub.

Plate

Mine is mounted flush on top slots on bottom. It was done for me at PCD.

ok, further issue

I noticed when dealer installed my plates, their screws were too long and it poked through the foam backing and scarred my paint with an indent

Not sure how deep it is, but metal is shining through where can i get a touch up pen?

Not a pen but I've been using Dr Color Chip for years for little nicks and chips...if you're interested they are at: http://www.drcolorchip.com/

Sorry, for the off topic question. But how long will the paint last? Do you have to reapply the paint after a few carwashes? thx

No it's permanent, if you have deep nicks it will require a few applications but it doesn't wash away it's paint.
