Nice German Weather
Weather has been quite nice the past few weeks now in Germany and I really want to get my summer's back on. Is there still an actual law that states the date or when are others putting their summer tires on?

Depends on where you are more or less. Biggest issue is if you are involved in a accident. If you were not the one who caused it and you are the only one with summers on before April 1st, German Polezei will fault you for the accident. Even if it was not your fault.

Depends on temperature, not date. If you're involved in any incident (your fault or not) and it's below the listed operating temperature for the tires you have on the car, you WILL be ticketed for it.
I put my summer tires on last weekend. Two different mornings it's gotten below 40F on the way to work but that's it.
