Car soap and water should be okay. I recommend waxing them as well to make cleaning easier.

Soap and water do the trick. I wouldn't use any acidic based wheel cleaners, so just stick with soap and water, and maybe throw some wheel wax on the wheels after you get them super clean so you can easily get the brake dust off
