Respray or new bumper ?
So people don't know how to drive and basically this happened to my cars rear bumper. Should I take the respray route or new bumper. Any one with previous experience know which is the better more cost effective option

Looks like it could be filled pretty easily. New bumper is ~$500 unpainted, so that might be a factor.

Either way you go, the bumper has to be painted; if it's not seriously structurally damaged, have it repainted. Otherwise, you (or your insurance co.) has to pay for a new bumper AND painting it. When you take it to the body shop (preferably one recommended by your dealer that has a BMW-certified painter), make sure they take the car out in the sun and do a paint-match on the existing bumper itself; the bumpers are sometimes a very slightly different shade than the body. A BMW paint tech informed me that the bumpers and bodies are actually painted separately before final assembly, hence the very slight mismatch, although you'd be hard-pressed to notice it until you look at the "sprayout" sheets that the tech uses to do the matching.
My wife's Space Gray 128i M-Sport had its tow-hook covers stolen (more than once!) and I finally bought two front covers and two rear covers and had them paint-matched to the bumpers all at one time (cost about $50 to do all 4, and about the same to do just 1). I keep the extra set in the glovebox in case someone with sticky fingers makes off with another one.

For reference, a new bumper cover is around $440 (no shipping if bought locally) and I've had estimates of paint of $350 from a BMW specialty shop.
