So can anyone confirm this kiys comes with the M3 front control arms? I read posts that it does and that it does not?!?!?!?! I am a simple man.

No it doesn't.
Below is a full list of the parts. Also you can find the kit cheaper than what you linked as well.

No control arms were needed for installing BMW PS for 135i
