Exhaust question

Sorry for my ignorance here, but I have a question for you guys.

If one were to intall a complete exhaust system that included catted downpipes, midpipes (which if I am correct would delete the secondary cats), and the rest of the catback, would you still be able to pass emissions in most states? In other words, can you delete the secondary cats and still pass? Thanks, I admit that I am sort of clueless on this.
