Lol could be for the California carpool lane. Long ago, our government gave out stickers to hybrids saying they can be in the carpool lane even with 1 person since they are a hybrid. But he is missing the specific stickers, so could be trying to pretend its a hybrid for carpool access.

Let's just say I do my mods differently :P I prefer to make people go "WTF was that?!" Besides it suits the blue color.
