Tyco relay?

So I opened my hood for the first time to check out what was involved with changing out the h8 bulb for halos and I came across this relay and I'm not sure what it does. It seems to have been installed after the fact as I see metal shards where it's attached. Any idea what it's for?

Looks like some sort of relay, but I have no idea what it's for. What do the wires connect to?

It is the relay for the up-graded cooling fan that gets installed with the PPK.
