BMW Tech here: The FRM doesn't need to be programmed after replacement of a bulb. Pop the sucker in and if it works, good to go. If not, You have other pressing issues. Typically, I see the SMC modules get water in them all the time. The gaskets around the covers (on the bottom of the headlight) and very prone to failure and allow water into the controller. Check that before anything.

EDIT: The part is about $100 and takes about two hours to install on the slow side. Although not a programmable module, you will need to code the FRM. Please note: Coding is not programming. I'm not sure how other dealerships do it, but we charge less for coding then we do programming, although many don't know the difference. ISTA/P will code a full car in maybe 30 seconds. Programming, depending on dated software, can take hours.
