Maybe try writing to the California BAR (Bureau of Automotive Repair, they seem to be in charge of the SMOG program) explaining what is going on and formally request that they disclose what exactly is not matching.
It seems pretty ridiculous that they can only tell you that {some values aren't matching, FAIL}, but won't tell you exactly what.
