Everybody loved soft-touch back in the day. They thought it was the bees' knees. Now it's all coming back to haunt us. 10 years later and it's sticky as hell and rubs off on everything (our interiors aren't as bad as some applications).
I HATE soft-touch! He's right. There's no "removing" those scratches. You should just remove the rest of the soft-touch.
