BMW had one small issue - they had already developed an M1 back in the 70's so couldn't use that badging and hence only the ///M.
I believe the 1M was developed as a side project by a handful of enthusiastic Motorsport employees as opposed to a board-backed full on new M car. That likely contributed to the 'oh sh*t' moment when it came time to give it a name. : )
